On request of the EU Commission, the
project has analysed, developed and proposed business models to
strengthen a longer-term support for continuous improvement and
maintenance of the MHP Conformance Testing regime beyond the lifetime of this
IST project.
This required a careful analysis of commercial and
legal requirements of current or future MHP Test Suites, as well
as the framework for Test Suites related to Java APIs
that has to be considered in upcoming MHP extensions, or the
framework Test Suites for Java APIs of other application areas general
such as mobile phones and others.
The analysis considers

any objectives and constraints of a business model,
(target funds to be raised, community and individual parties to be addressed,
quality aspects, anti-trust issues, confidentiality about users of tests,
acceptability, limitations and licensing under fair and reasonable conditions)

the parties involved,
(receiver implementers, middleware providers, agents, custodians)

fee models and practical collection processes for fees,
(one-time payments, per-unit royalties, combinations of these, and related
processes)
and is described in more detail in section 4.8 of
D13. As a conclusion, models have been developed and proposed to DVB
that on the one hand fall well short of the development costs, but on the other
hand do not delay the introduction of MHP and allow for continuation
of efforts in certain areas to focus on.
